Note: This step worked for Windows 7 Outlook users. Once you have performed the above steps, try to open Outlook and see if the issue is resolved.
In the window that appears, change Value Data to '1'. 
Name the DWORD (32-bit) Value as DisableHardwareAcceleration, double-click it. Select New, and then choose DWORD (32-bit) Value. Select Graphics, and right-click the right panel. Create a key, by clicking Edit > New > Key. In Registry Editor window, browse: HKEY_CURRENT_USER\Software\Microsoft\Office\15.0\Common. Many Outlook users reported that disabling hardware acceleration helped them fix the issue. 
Refer to How to Change Email Account Settings in Outlook If the above step does not work, then creating a new Outlook profile may help resolve the error. If you still have a same Error: Outlook Stuck Loading Profile, go to the next step. Note: Try disabling programs like VPN (such as SonicWall VPN), or any suspicious program and see if it fixes the error.
Choose add-ins that you want to disable and click OK. The steps to disable add-ins are listed below: If you can open Outlook in safe mode, try disabling add-ins (one-by-one) and check if it resolves the issue. If prompted, enter password, and then click OK. Accept the default Outlook settings and choose OK. 
The Choose Profile dialog box is displayed. Type Outlook /safe in the Run window and select OK. Press the Windows button and R keys together. To start Outlook in safe mode and disable add-ins, follow these steps: Outlook may stop responding or hang at loading screen due to faulty add-ins. Try to open Outlook in Safe Mode and Disable Add-ins If you find Outlook that is stuck on the loading profile even in safe mode, proceed with the following step. Note: If you are still experiencing "Outlook will not open, Outlook Will not Load Profile," try stopping the dwm.exe process twice, and then try opening Outlook.
